His major achievement during this period was the introduction of electronic voting machines, with the commissions voter identity cards. These steps largely curbed the electoral malpractices prevailing till then. As a result, election results came to be accepted by all parties as fair. In 2004, he became a member of the Rajya Sabha from the Punjab, and in 2008, he was appointed the Union Minister of Youth Affairs and Sports.
